They Voted the Raise in January and Told You in July
One vote, four invoices, and the eight-point-eight-eight-nine percent nobody stood up to argue about.
The Record holds the arithmetic. This is where the arithmetic gets an opinion. Every claim in every post is a number you can check on this site, or a document you can pull off the docket. If a post ever says something the record does not support, that is a correction we owe you, and we will print it with the date.
Three shelves: Ledger of Lies — the money and what it buys. FOIA Dispatch — what we asked, what came back, what did not. Doctrine — what we think justice would have to look like to be worth the name.
One vote, four invoices, and the eight-point-eight-eight-nine percent nobody stood up to argue about.
They sent 1,855 pages and kept one column. No exemption. No Code section. Just a sentence, and then the same sentence again.
Before any of it was a page on this site, it was a question typed into a research tool at an hour when nobody answers the phone. These are those sessions, migrated whole — the prompt, the answer that came back, and the sources it leaned on, in the order it happened. They are not tidy. That is the point: this is the thinking before the conclusion, kept where you can audit it.
A jail that numbers people by the year it first booked them cannot claim it has no way to count who came back. Seventeen prompts from that observation to a writ of mandamus.
Can a citizen ask the government whether it is watching him? Seventeen prompts through wiretap law, bond debt, monitoring fees, and the answer that arrives as silence.
The jail's central metric is a day of a human life, counted for billing. Follow the incentive that creates and the cumulative number stops being abstract.
If restoration were treated like growing something instead of storing someone, what would change first, and what would it cost per person to try.
Start here. What a Restoration Center would have to be, what it would cost, and the order the work has to happen in.
Reach into the pile of documents the jail handed over, pull one page at random, and read it out loud. It never comes up empty.
An old law, read against a modern ledger: what a system harvests is exactly what it planted, and it planted cages.
Fifty-one people preside over a jail that four localities pay for. This is the parable the masthead came from, and the arithmetic underneath it.
Nothing on this site is written to make you feel something we cannot document. The rule we hold ourselves to: a figure appears with what it counts, the period it covers, the document it came from, and a link to that document, or it does not appear. When a figure is an estimate, we say estimate. When the Authority's own report contradicts itself, we print both numbers and say which one we used. When we get something wrong, the correction goes at the top of the piece and the original text stays underneath it, struck through.
Move or Be Moved.
