Boilerplate
Short. Uncage RRJ is a Virginia 501(c)(4) social welfare organization documenting the operations, spending and outcomes of the Rappahannock Regional Jail through public records, and publishing what it finds with the source attached. It does not currently accept donations.
Long. Uncage RRJ is a 501(c)(4) social welfare organization founded by Will MF King of Stafford County, Virginia. It uses the Virginia Freedom of Information Act to obtain the Rappahannock Regional Jail Authority's own operational and financial records, performs and publishes the arithmetic on them with full provenance, gives public comment at the meetings of the Authority Board and the four member localities that fund it, and proposes converting the facility into a restoration center. It publishes no testimony without written consent, currently accepts no donations, and endorses no candidates.

uncagerrj@protonmail.com for interviews, figures and records questions — the only address we publish. We answer press same day where we can, and we say when a figure is unaudited, when an account is reported rather than documented, and when we do not know.
We keep a private roster of reporters who have covered this jail, and do not publish it.
Using these figures
- All financial and operational figures are unaudited management reports prepared by the Authority for its Board, not audited financial statements. Say so.
- Fiscal years run July 1 to June 30. FY2026 means July 1, 2025 through June 30, 2026.
- Cost-per-day figures on this site are the FY2026 appropriation divided by FY2026 local prisoner days. They are average cost, not marginal cost, and they exclude federal prisoner days, which are billed separately.
- Where the source packet contradicts itself, our packet index names the inconsistency and the page. We used the report closest to the underlying transaction and said which.
