Record, arithmetic, five rooms, a charge, a cost model, a presumption, a building.

The Ten Theses are the standard. 3RC is the destination. This is the order in between, with where each step actually stands and the measurement that would prove it happened. It is written down so that it can be checked against, including against us.

Nothing on this page is a prediction. Steps one to three are running and say so; the rest are not, and say so.

Figures in the writing are rounded to two digits and marked ≈. The tables, the arithmetic we show our working for, and every source line are exact, and so is every CSV. Why.

1. 1 Keep the record

   Publish the jail’s own arithmetic — budget, population, grievances, bookings, deaths — with every figure carrying its document, page and retrieval date, so a stranger can check it rather than trust us.

   Where it stands

   Done and running, and the corrections log is still empty. Every figure on this site is the Authority’s own, from the RRJA July 23, 2026 agenda packet, and the underlying tables are downloadable as CSV.

   What would prove it happened

   A published figure that no one has been able to falsify, and a corrections log that says so in public.

2. 2 Ask for what is missing

   File records requests for what the packet does not carry — the vendor contracts and commission schedules, the grievance return reasons, the medical and behavioral health contracts — and publish the answers and the silences alike, with a day counter on each.

   Where it stands

   Running. 18 requests filed; the Jail answered 17 at a median of three days. One field was withheld with no exemption cited, and one request passed its statutory deadline with no answer at all.

   What would prove it happened

   Every request and its outcome on one public docket, refusals cited to a Code section or named as uncited.

3. 3 Say it in the five rooms

   Public comment at the Authority Board and at the four bodies that appropriate its money, carrying the same figures into the minutes, where they become part of the record the Board itself has to answer.

   Where it stands

   Beginning. The FY2027 increase — $4,700,000 — passed on January 22, 2026 with one public comment. The next sittings of all five rooms are published on Act.

   What would prove it happened

   The figures quoted in the minutes of a public body, and a question from a member that would not have been asked otherwise.

4. 4 A charge to study conversion, not expansion

   An Authority Board motion directing a study of what this facility becomes if its function changes — treatment, education, re-entry — rather than a study of how many more beds it needs.

   Where it stands

   Not yet asked for in a motion. The arithmetic that supports it is published: community corrections already carried 1.71× the jail’s average daily population in June 2026.

   What would prove it happened

   A motion made, seconded and recorded. Whether it passes is a separate measurement from whether it was put.

5. 5 A cost model that separates fixed from marginal

   A published model showing what one fewer person in that building actually saves, so that every subsequent decision is made on a number rather than an assertion.

   Where it stands

   Not yet published. Until it is, $120 per prisoner day is an average cost and we say so every time we print it, because average cost is not marginal cost.

   What would prove it happened

   The model published in a Board packet, and the marginal figure quotable by anyone.

6. 6 A pretrial presumption of release

   Release on recognizance as the default for non-violent charges, with secured bond only on written findings of specific, articulable risk that unsecured conditions cannot address.

   Where it stands

   Not yet adopted. This is the step that changes the population rather than the accounting, and it is asked of the courts and the magistrate, not of the jail.

   What would prove it happened

   A written policy, and a measurable fall in the pretrial share of the average daily population.

7. 7 Phased conversion — 3RC

   Treatment where the cage was. School hours where the lockdown was. The same building doing the opposite work, in phases, each one funded by the beds the previous phase closed.

   Where it stands

   The destination. Set out in full on 3RC, with the governance moves it would take, and researched in the open in Systems Designed to Heal.

   What would prove it happened

   Beds closed, and the appropriation that funded them appearing in crisis response, housing and treatment rather than returning to general fund.
