How to make it stop.
The ride line is a phone number you can text to ask for a ride for someone leaving Rappahannock Regional Jail. A volunteer driver takes it if one is free. It is free to use, there is nothing to sign up for, and you can end it at any time by replying STOP.

Before anything else
The ride line is not carrying messages yet. The number below is registered and being set up. This page describes how it will work, and the date above changes when it starts.
1. What this is
Text (804) 280-7970 and we will ask you where the rider needs to go and when. We send that to a small group of volunteer drivers. The first one who can take it gets it, and we text you back to say who is coming.
After that, anything you text to the number goes to the driver, and anything they text goes to you. You never see their phone number and they never see yours. That is on purpose, and it is the reason drivers are willing to do this.
You can be the person being released, or anyone texting for them — family, a friend, an attorney, a reentry worker. We do not ask which, and we do not ask the rider's name.
2. Who operates it
The ride line is run by MF Growth as a service to the community, on behalf of Uncage RRJ, and will be handed to Uncage RRJ outright. Messages come from Uncage RRJ and say so, because that is the name you have reason to trust.
3. How you start getting messages
There are only two ways, and both start with a person agreeing.
If you need a ride
You text the number first. We never text a member of the public who has not texted us. Our first reply says who we are and how to stop.
If you drive
A coordinator adds you only after talking to you and only if you said yes. The system then sends you one message asking you to reply YES. If you do not reply YES, you get nothing else. There is no sign-up form on this website and we do not buy, import or scrape numbers from anywhere.
4. How many messages, and what they cost
The line is quiet unless something is happening. Asking for a ride takes about six messages back and forth. After a driver accepts, it is however many you and the driver send each other. Drivers get one message per ride offered, plus reminders for a ride they have taken.
Message and data rates may apply. That is between you and your phone company; we are not charging you anything, and there is nothing to pay us for.
5. How to stop
Reply STOP to any message. It works at any point, from anyone, and it takes effect immediately. You get one message back confirming it and then nothing further. START puts you back.
Reply HELP at any time and we will text back what the line does and what you can type.
If you have a ride in progress when you text STOP, we cancel it and tell the driver, so nobody is left waiting in a car park for someone who is not coming.
6. What we cannot promise
We cannot promise a driver. There may not be one free, and if there is not, a coordinator is told straight away and will text you.
We cannot promise a text arrives. Phone companies delay and drop messages and neither we nor they are liable when that happens. Do not rely on this line for anything urgent or medical. If someone is in danger, call 911.
7. What we keep, and for how long
To run a ride we hold the phone number that texted us, where the rider is going, when, and the messages between you and the driver.
Thirty days after a ride ends we destroy it. Your phone number is replaced with a scrambled version that cannot be turned back into a number, the address is cut down to the name of the town, and the messages between you and the driver are deleted. What is left is that a ride happened, how far it went, and whether it was completed — enough to report on the programme and not enough to say who you are.
One thing we cannot delete. The phone company that carries these messages, Dialpad, keeps its own copy on its own systems. We set their retention to match ours, but we do not control it and we will not pretend otherwise. If it matters to you that no record exists anywhere that you were picked up from a jail on a given day, this is the gap, and you should know about it before you text.

8. What we ask of you
Ask for rides you actually need. A made-up request sends real volunteers out for nothing. We allow three requests from one number in a day; after that a coordinator looks before anything goes to drivers, and we can block a number that is being used to waste people's time.
