What happens to a person who enters here? The path a person is moved along, from arrest to release. Size: how many people pass through.
Where is a person unmade? What each office takes from a person's standing as a human being. Size: how severely.
Who watches, and where does the loop break? Who is supposed to check whom, and where the check fails. Size: how many oversight loops break here.
Who pays, and who is paid? Who pays each institution and who is paid by it. Size: the dollars on record.
How does a health need become a death? Where a health need becomes harm, and where the record names the dead. Size: how severely.
The pipeline's figures follow your county. Everything past the jail is shared.
Legend
Across the middle, three numbered stages left to right: the pipeline, the jail, reentry. The jail is the only closed box. Above them, the bodies that govern the jail and the parties it pays; below, the people it costs. Each is tied to its stage by one hairline: benefit rises, harm falls.
A mark is a rule line with its pictogram above and its name below. The rule's weight is its size, and size changes with the layer: people passing through, severity, broken oversight loops, dollars, severity. Severity is a 1 to 5 editorial judgement, an argument, not a measurement.
Connections appear when you are close. Arrows point the way a person moves. When the story is on an institution, its own connections keep their weight and every other line drops to a hairline.
Moving around: the map follows the story as you read. Drag to pan, Ctrl or Cmd plus scroll to zoom, or the + and − buttons. Double-click an icon to zoom to it; 0 shows everything. Plain scrolling always moves the page.
Every office that fills the jail. Everything the jail empties into.
Thirty-six institutions, drawn as one machine, left to right in the order a person meets them:
your county's pipeline, the jail, what radiates from it into families, housing, work and health,
and the Commonwealth's machinery beyond. Five layers, one map: the pipeline, and what it does to a person
spiritually, civilly, economically and to their body.
Read it as a slideshow: one picture at a time, the verse over it, the record underneath.
Scroll, or use the arrow keys. The map in the corner follows along and shows where you are;
switch to Map in the bar above to open it up. Where an office exists in all four
localities, every locality is shown together rather than one at a time.

Spiritual. Where is a person unmade? What each office takes from a person's standing as a human being. Size: how severely. Only the panels on this layer follow; the verse is folded under each.
Civil. Who watches, and where does the loop break? Who is supposed to check whom, and where the check fails. Size: how many oversight loops break here. Only the panels on this layer follow; the verse is folded under each.
Economic. Who pays, and who is paid? Who pays each institution and who is paid by it. Size: the dollars on record. Only the panels on this layer follow; the verse is folded under each.
Wellness. How does a health need become a death? Where a health need becomes harm, and where the record names the dead. Size: how severely. Only the panels on this layer follow; the verse is folded under each.
Act I · Panels 1–2
The Taking
Whatever you were in that moment ends here.
A person is arrested and brought before a magistrate; for Stafford, the magistrate's office is inside the jail. Before any finding, they are in custody.
A deputy decides, in seconds and usually alone, that tonight is a custody and not a summons.
It begins with a light behind you. Or a knock. Or your name read off a screen by someone who has already decided what your name is for.
Whatever you were in that moment — a father late for a shift, a woman two days off her medication, a kid who ran because running is what the body does — that ends here.
Arrest. The point of first contact and the only node on the map that can put hands on you.

Within hours you are taken before a magistrate whose office is inside the jail itself.
A screen. A voice that has already read what the officer wrote about you and will not be reading what you wrote, because you have not written anything, because nobody gave you a pen or a lawyer or an hour.
There is no one beside you whose job is your name. Understand that this is not an oversight. The right to a lawyer attaches later. Later is after this. This — the room that decides whether you sleep at home tonight or lose the next six months — this one happens with nobody on your side of it.
Magistrate. The magistrate is the first judicial officer you meet and the most consequential one you will never remember.

The four localities, in figures
Stafford County
Magistrate, 15th Magisterial District (Stafford County)
The prosecutor charges, the district court schedules, one public defender's office covers all four localities, and a bondsman keeps the premium whatever happens. The circuit court is the room where the sentence is decided.
The charges are drawn by an office that will almost never have to prove them at trial.
Nine cases in ten never see a trial. So the plea is the sentence, and the plea is made here, in private, against no published standard, by an office that does not report how often it declines to charge, or who it offers diversion to, or what it asked for and got.
One charge became four. Four became seven. And none of the seven were written to be proven — they were written to be counted, because the counting is the offer: sign here and the wall comes down to one brick, refuse and find out how tall we made it.
Prosecutor. The Commonwealth's Attorney is the most powerful actor in the system and the least constrained.
Illustration, generated from the art brief and the verse. The same composite person appears in every image; no image is a photograph of any real person or place.
Your first hearing is one name on a morning docket, and the docket does not wait.
Thirty names before yours. The docket is a conveyor and you are on it, and the judge is fair, and it does not matter that the judge is fair, because fairness at this speed is a coin flip performed with dignity.
Your lawyer learned your case in the hallway. Your lawyer learned your name from the file. Your lawyer is good at this and has ninety other people who also need somebody to be theirs, and there is a fee cap that makes reading the whole file an act of charity rather than a job.
District Court. The general district court is where the overwhelming majority of criminal cases in Virginia live and die.

If you cannot pay for a lawyer, one public defender's office covers all four localities.
There is one person in this whole machine whose duty runs to you and not to the Commonwealth, not to the county, not to the docket, not to the number of cases closed this quarter.
Defense. One public defender office — the Fredericksburg Public Defender Office, part of the Virginia Indigent Defense Commission — covers all four localities on this map.

Bail Bonds. When a magistrate sets a secured bond, a private industry appears to sell the difference between the number and your bank balance.

There was a supervised release that would have sent you home tonight. It was not offered.
There was a version of this where you went home.
It exists. It is not a fantasy. It is staffed by people who wanted to help you and funded like an afterthought, and it was not in the room when the number was said.
Pretrial Services. Pretrial services is the road not taken.

The felony room, where the sentence is decided and the record is kept behind a filing fee.
This is the room with the seal on the wall, and the seal means the number spoken here will be obeyed by every other room on this map.
Months. Years. The arithmetic of a life read aloud by someone the voters did not choose and cannot unchoose — ten judges of this circuit, elected by the General Assembly, and the state's own directories do not agree on who chairs them.
Circuit Court. The circuit court is where felonies are tried and sentenced, where appeals from the general district court are heard de novo, and where the sentences that send people from this jail into state prison are imposed.

A building made for a thousand holds twelve hundred.
The Jail Authority board approves the budget; intake, classification, medical, grievances, records, commissary and labor are what the budget buys. This act is the jail as its own records describe it.
RRJA Board. The Authority Board is the governing body of the jail — the entity that hires the superintendent, approves the budget, sets policy, awards vendor contracts, and answers for what happens inside.

Booking takes your clothes, your property and the medication you walked in on.
Stop here. Stop right here. This is the most important moment in this entire story and it is happening in a hallway at the speed of a booking queue.
Because that pen either moves or it does not. And if it does not — if the shift is short, if the line is long, if ninety-five of the people who should be standing in this hallway were never hired — then somebody does not get the medicine they walked in on and the thing that killed them or unmade them was not cruelty.
Intake. Intake is where a person becomes an inmate number.

Classification decides where you sleep, in a building holding more people than it was rated for.
A building made for a thousand holds twelve hundred, and the two hundred extra are not an overflow. They are a pressure.
You feel it in the dayroom before you can name it. The air is doing something. Twelve hundred people in a room for a thousand is not a statistic, it is a weather system, and everybody inside it is waiting for the thing that is obviously coming.
Housing & Solitary. Classification decides where you sleep, who you sleep near, what you can access, and whether you spend your days in a dayroom or a cell.

You ask for a doctor by filling out a form, and the asking is charged to your account.
Brandi Abbott's stomach was open. The incision from her cesarean never closed and the flesh around it died and the woman in her cell cleaned it, because no one with a license would.
A woman gave birth and they kept her food trays and her breast milk.
Annita McCall found a lump in her arm and they gave her an X-ray, which does not see what a lump is, instead of the ultrasound that does.
Jail Medical. This is the node where the documented harm at Rappahannock Regional Jail is most severe and most specific.

The way to complain about the jail is a form the jail itself decides whether to read.
Sixty-three percent. Two out of every three. Not denied. Not reviewed and rejected. Not weighed and found light.
Never put on the scale.
Twenty-eight people pushed anyway. Twenty-eight out of nineteen hundred, because pushing costs you in there, because the person you are complaining about is the person who decides your Tuesday.
Grievances. The grievance system is the only internal mechanism by which a person inside can assert that something done to them was wrong.

What was done to you is a public record, and the exemption that hides it is discretionary.
Sometimes they did not name it.
And here is the architecture of it, the thing that makes this the keystone of every other failure on this map: the exemptions this state wrote mostly say may withhold.
Records & FOIA. Every fact on this map that the jail did not volunteer had to be pried out through this node.

Every call home, every stamp, every packet of soup is priced, and someone outside pays it.
Your daughter's voice costs money.
Not as a figure of speech. There is a rate. It is charged by the minute. Last year the minutes came to approximately one million nine hundred thousand dollars.
The soap costs money. The extra food, because the trays do not hold a grown man, costs money — seven hundred thirty-five thousand five hundred eighty-eight dollars in commission on the markup of things people need to be people.

She did nothing. She was never accused of anything.
The costs move outward: to the family, the children, the caseworker, the landlord, the court's fee schedule, the DMV, the employer, the crisis line, the hospital, and the board that counts the dead. The family was charged with nothing.

The apartment is gone, and the next application asks whether you have ever been arrested.
It asks whether you were arrested.
You were. Once. For a thing that turned out to be nothing.
And that is now a permanent feature of your housing, and of your children's schools, and of every year of your life after this, and nobody in the system that took your home believes they had anything to do with it.
Housing. Housing is the fastest and most permanent loss in the system.

Court Debt. Court debt is the sentence that never ends.

Unpaid court costs take your licence. The work is still nineteen miles away, and there is no bus.
There is no bus. There has never been a bus. There is not going to be a bus — not between Stafford and Spotsylvania, not between King George and the city, not on this map, not in this region, not in your lifetime at the current rate of decision.
License Loss. A license is not a convenience in this region.
Illustration, generated from the art brief and the verse. The same composite person appears in every image; no image is a photograph of any real person or place.
Nobody fires you. The shifts simply stop appearing beside your name.
Nobody fired you, exactly.
You just were not there on Monday. And you were not there on Tuesday. And by Wednesday the schedule had your shift covered by somebody else, and by Friday there was no line on the schedule with your name in it, and no one ever said the word fired and no one ever had to, because at your wage attendance is the contract and there is no clause about magistrates.
Job Loss. The job is usually gone before the case is heard.

The treatment that would have prevented every page of this closes for the night at five.
Zero. In a facility that medicates two hundred and fifty-nine people.
That is not a gap in service. A gap implies someone was reaching. That is a region that has decided its psychiatric hospital will be a jail, and has funded that decision at a hundred and one dollars and sixty-five cents per person per day.
Crisis Services. The community services board is the public behavioral-health system, and it is the node whose insufficiency explains the jail's psychiatric population.

Hospital. When the jail's medical failures become emergencies, an ambulance comes.

State corrections, the Parole Board, the Board of Local and Regional Jails, probation, reentry organizations, the General Assembly, the Compensation Board and the vendors set the terms the jail runs under. The four local governing bodies vote the money.
The sentence is long enough that you stop belonging to the county and start belonging to the Commonwealth.
The sentence had a number on it and the number was more than twelve months, so you stop belonging to the county and start belonging to the Commonwealth.
VADOC. Once a sentence exceeds twelve months, a person becomes state-responsible and belongs to the Virginia Department of Corrections.

The board that inspects this jail finds violations and has no power to make anyone fix them.
There is a board.
Write that down, because it is the sentence that ends most conversations about this. There is a board. There is oversight. There is a body in Richmond whose entire purpose is to look at buildings like the one you are in and say whether they are fit.
BOLRJ. This is the body that is supposed to be watching.

You are released into supervision that is billed monthly and revocable for a missed appointment.
They let you out and they call it freedom and then they hand you a schedule.
Report on the fifteenth. Report on the first. Test clean. Pay the fee. Keep the address current. Keep the job you cannot get because of the record they will not seal.
Probation. Probation and Parole District 21 supervises people released into the four localities, operating a main office in Fredericksburg and a sub-office in Stafford.

None of it fell out of the sky. Somebody sat at a desk and typed it into law.
Somebody sat at a desk in a building with good light and wrote the sentence that made parole end for every offense committed on or after the first of January, nineteen ninety-five — and wrote the number that says you will serve no less than eighty-five percent of whatever you are given.
Eighty-five percent. Not as a judgment about you. As a line in a bill.
General Assembly. Everything on this map is a choice the General Assembly made and can unmake.

The Commonwealth pays a fixed rate per day that does not come near what the day costs.
Somewhere there is a spreadsheet with your day on it.
Not your name. Your day. One unit. One inmate-day. The bureaucratic word for it is per diem, which is Latin, which is how you can tell that somebody wanted it to sound like a rule of nature instead of a decision.
Comp Board. The Compensation Board is the accountant of this system and, unexpectedly, one of its most useful transparency instruments.

The building that holds you is not a building. It is an Authority. An Authority is a legal person invented so that four ordinary governments can do a thing together that none of them wants to answer for alone.
